For an automatic installation of TeXlipse you normally do not need to download
this files, just point your Eclipse Update site browser to:
http://texlipse.sourceforge.net/.
For more details look here.
Only for manual installation, here is the latest release.
These files include the source code.
These files can be installed by extracting them straight into Eclipse's directory, because the zip file contains "plugins/" directory.
